On the episode "Repo Man" does Wolverine call Guardian "Vindicator"? I'm sure he does!

That's because he was Vindicator at that poit :) Well actually he was weapon Alpha first, then Vindicator. He didn't become Guardian until the Canadian government cut funding to Alpha Flight and Department H.
