Among other things.
Alan Moore, I'm not looking at you because you're creepy, but you get the idea!

Not saying that it's a 100% fit for either, or any of the other things I thought about (GRR Martin? Who?)... but...

Um...I respect your right to your opinion, but Vol 2 had PLENTY of suspense!

My problem with volume 2 is that the suspense was primary and the characters were secondary. The characters could have been anyone and didn't need to be Alpha to tell the story. If you look at vol 4, it's character driven like the early part of Vol 1 and Furmans tenure. Volume 2 never had that to my mind.

Like I said, not a 100% fit.
There were other things that v2 did that took it off that list, too.
But plenty of things that fit...
