Not too sure about those being light trails. In the panel where he is standing still, wouldn't they then NOT be there?

I agree with Flightpath - they just don't make sense as speed lines.
Why are they constant?
Why would he be standing still and yet moving his arms fast enough to make speed lines?
In public, I mean.

They really look to me like they're something that's tied to his wrists.
