Considering the title of this thread is "Justice League Canada?", I'd say discussing how many Dept. H's there are is also pretty off track.

But until it is explained as otherwise...yes, there are two Dept. H buildings.

Actually, no, there aren't two. There is only one, and it exists inside Shaman's medicine pouch. As does the entire universe. See, Shaman isn't a teleporter, he's a hoarder.

Thanks! I think I'll black out all the windows of the unused HQ and throw a massive rave in celebration! Just don't tell Wyre...he's always such a downer at these get togethers.

Maybe the Canadian government can rent out the unused HQ to the Justice League United when they're in town?
