I haven't. That'd be a very specific Alpha Flight merchandise to expect.
Would it be possible to make one, do you suppose?

I tried scanning my copy and even tried to download an electronic version of the issue; but the quality isn't there to blow it up

I think the issue is that the mass production of prints is a relatively new one in the grand scheme of comics and wasn't really a thing when the issue itself actually came out. To be sold now as retro it tends to be the artist or the company that would produce such a print; Byrne would have no desire to and it doesn't make financial sense for Marvel to, so I don't think you'll ever get one I'm afraid.
Yeah that's what I was afraid of one of my favorite splashes of all time
If you get a professional standard rasterisation program it'd theoretically be possible to enlarge it to a decent quality.
And if you get a rasta-isation program, you should be able to en-reggae it.
